PROGRAMME RESPONSIBLE OFFICER WORK PLAN
Army Act and Subsidiary Legislation M. Katopola (Mrs) To finalise the report relating to the findings and recommendations of the Commission.
Legal Education and Legal Practitioners Act   To complete a report and to draft a Legal Education and Legal Practitioners (Amendment) Bill to regularise the Law relating to the admission of lawyers qualified outside Malawi, while in exile or otherwise, to practise in Malawi. Thereafter to further consider the Legal Education and Legal Practitioners Act with a view to further reform.
Lay Visitors Scheme and Community Policing Forums S. Banda

To amend the Police Act so as to provide for the Lay Visitors Scheme, and if found necessary for Community Policing forums, and to empower the Minister to make effective Regulations relating thereto.
Police Act and Subsidiary Legislation A. Mbang'ombe To do thorough reform of the Police Act and Subsidiary Legislation in order to bring it in sync with current realities.
Criminal Justice Reform J.L. Banda (Mrs)

To gazette the report on the Penal Code which has just been completed and to do reform work on the following Pieces of Legislation:
  1. Criminal Procedure and Evidence Code
  2. Courts Act
  3. Traditional Courts Act
  4. Children and Young Persons Act
  5. Dangerous Drugs Act
  6. The Road Traffic Act
To gazette the report relating to Bail Guidelines, which has just been completed.
Censorship and Control of Entertainment Act J.L. Banda (Mrs)
A. Mbang'ombe
To do a thorough reform of the Censorship and Control of Entertainment Act and Subsidiary Legislation in order to bring it in sync with current realities.
Laws on Land and Land Survey   To do a thorough reform of legislation relating to Land and Land Survey.
Civic Education and Public Awareness Campaign   To launch:
  1. Public awareness campaign so that the people of Malawi will become more aware of the existence and functions of the Law Commission and how it can best serve them.
  2. Civic awareness Programme whereby, the Commission will go out to cities, towns and villages in the Southern, Central and Northern Regions to meet the people where discussions can be held relating to the Constitution, Democracy, the Rule of Law and any Law of particular interest to the people involved.
The civic education programme will emphasise the importance of law reform and the dire need to respect the Constitution, the law, the judiciary and the multiparty system of government that Malawians enjoy. The programme will also include cultural presentations that would help to enhance the rule of law in Malawi.
