The National Gender Policy implementation requires-an integrated and
effective monitoring and evaluation system with appropriate and efficient
feedback mechanisms. This requires undertaking monitoring and evaluation
functions at all levels including gathering information at the macro, sectoral
and grassroot levels. To facilitate this process, an institutionalised
approach should be adopted to develop and establish internal self-monitoring
and evaluation mechanisms for all stages of programming. This institutionalised
framework entails developing appropriate monitoring and evaluation instruments
such as performance indicators. These indicators should be in-built in
all activities starting from the initial planning stage, for assessing
the implementation of the gender policy at all levels.
The effectiveness of the system calls for strengthening and enhancing
gender planning skills for all those involved, assigning a high level officer
to co-ordinate gender responsive planning who will ensure that the mender
perspective is reflected in ail sectoral activities of policy development
and implementation.
In addition to these internal mechanisms, clear linkages and relationships
with the National Machinery, interagency, and inter- institutional linkages
are necessary for the operationalisation and success of the National Gender
Policy.
