CIVIC EDUCATION

The Civic Education Division comprises four officers. The Division in pursuant of Section 10 (a) (iii) and iv of the Corrupt Practices Act educate members on the dangerous effects of Corruption on the society and solicits Public Support in the fight against Corruption in Malawi. 

The division has embarked on several educational campaigns in the following areas; 

PUBLIC OFFICERS

The Bureau has contracted Malawi Institute of Management to design and develop Anti-Corruption Training Manual that will be used to train Public Officers in the country on the dangers of corruption in Public Officers. Consultations were done in 35 Government Institutions in the three Regions in the country. Analysis was done of the information gathered and the approach to training will be through Case Handling Institutions, Service delivery Institutions, Institutions with most complaints and Environmental Institutions. By June 2002 the Manual will be handed over to the Bureau. The Bureau wishes to hand over the Manual to government training institutions so that it is incorporated in their training institutions. So far the draft Manual is has been compiled and is awaiting submission to the Bureau. 

MEMBERS OF PARLIAMENT

The Bureau compiled a training Module that is used to train members of Parliament on Corruption issues. The training programme is run by Parliament. The Bureau will collaborate with the members of Parliament to sensitize people in their constituencies on the dangers of Corruption. The Bureau wants to build a society that will resist corrupt practices in Malawi. The first training took place on 28th and 1st March 2002. 16 MPs were involved in the training.

FAITH BASED COMMUNITY GROUPS

The Bureau has involved various religious groups to develop various promotional materials that will be distributed to the faith based community groups in Malawi. Religious communities have a greater role of teaching people about moral values and acceptable behavior hence the need for the religious communities to strongly condemn corrupt practices. The materials developed are inform of Pamphlets, Posters, Banners, T-shirts, Flyers, Key holders, Pocket Calendars and Hats. These materials bear various religious messages which cover both the Christian and Muslim communities. The materials will be distributed to various congregations in Malawi. So far 7000 Key holders with anti-corruption messages, 100 T-shirts, 500 hats, 15000 Brochures, 60 Banners are under production and these will be distributed to various congregations in Malawi as a way of spreading the anti-corruption messages in the country.

UNIVERSITY STUDENTS.

The Malawi Bureau initiated the formation of Anti-Corruption Action Groups in all the Constituent Colleges in Malawi namely; Malawi Chancellor College, Malawi Polytechnic, Malawi Bunda College of Agriculture, Kamuzu College of Nursing, Malawi College of Medicine and Mzuzu University. Six Action Groups in the entire six constituent Colleges were formed. The Action Groups helps the Bureau in sensitizing fellow youth and village communities on the dangers of accepting corruption as a way of life. The Action Groups have conducted Open Days to which they invited other Colleges and students into open discussions on Corruption Issues. Civic Leaders such as Mayor of Mzuzu were involved in these activities. The action Groups visited Thyolo, Mulaanje, Phalombe, Nsanje, Chikwawa, Karonga, Rumphi, Mzimba, Lilongwe, Ntcheu, Machinga and Zomba Districts. The Bureau with the Assistance from the Royal Danish Embassy resuscitated the University Newsletters. The Newsletters are funded by the Colleges .Due to financial constraints the students were unable to publish them on time. The Bureau released funding for the Newsletters on the condition that the students should include a few corruption articles in their Newsletters. The Bureau managed to sponsor Chilunga Newsletter, the Twilight, Bunda Newsletter, Kacso Newsletters, Mzuzu University Newsletter and the Polytechnic Newsletter. Each College has managed to produce 600 copies of Newsletters.

TRADITIONAL AUTHORITIES

The Bureau had sensitized and trained Traditional Authorities in 13 districts in Malawi. The Bureau receives a lot of complaints regarding chiefs in the areas of land administration, settling disputes, installing junior chiefs, traditional gifts, and customary values. So far complaint from chiefs rank highest. The Bureau held training workshops with the Traditional Authorities in the following Districts : Mchinji, Kasungu, Dowa, Blantyre, Zomba, Mangochi, Machinga, Nkhatabay, Mwanza, Thyolo, Chiradzulu and Mzuzu. The meetings sensitized the chiefs on what Corruption is, the difference between corruption and cultural values, and the bad effects of corruption on their subjects and the country as a whole, and how to report to the Bureau. 

ENVIRONMENTAL CAMPAIGN

The Division in liaison with the Ministry of Parks and Wildlife and Fisheries conducted environmental campaigns along the lake and in National Parks in Zomba, Kasungu, Phalombe, Mangochi and Salima Districts in Malawi. The purpose of the campaigns is to conserve wildlife, fisheries and forestry in the country.

RADIO CAMPAIGNS

The education division sponsors Radio Programmes such Pamajiga and Nkhani Za M'maboma a popular news programme on Radio MBC 2.

BUSINESS COMMUNITY

The division targets the Business community as one of the most important group which brings revenue in form of various taxes to the government of Malawi. training was conducted to the vending Business community and twenty-eight anti-corruption groups were formed. Other lectures were conducted at Auction Holdings Limited Company in Lilongwe, Blantyre and Mzuzu Cities, Stansfield Motors and Universal Industries in Blantryre City.

ANTI-CHEATING CAMPAIGNS

The division in conjunction with Clubs such as Lilongwe City Anti-Corruption Movement embarked on anti-cheating sensitization campaigns in Lilongwe Dowa and Ntchisi Districts. The aims of the campaigns were to sensitize students and teachers away from the problem of cheating during examinations. Cheating is one of the common problems in Malawi and youth groups in Universities and Secondary Schools have teamed up to sensitize other youths in secondary and primary schools on the dangers of cheating. The division held two open days at Kamuzu College of Nursing to which over 600 youths from various schools in Lilongwe District participated. During the open day Ministry of Sports and Culture Honourable Dossi was the Guest of Honour. He spoke about the need for students and teachers in Malawi to take seriously their studies hence the need to change behaviour and value clean education. He said if cheating is accepted as a method of tackling examinations the education thing will pass away hence Malawi will not develop.
