Security printers pack question papers to examination centre level. Thereafter the papers are air-freighted to the port of entry from which army trucks carry them to examination distribution centres under the escort of armed police officers.

The distribution centres are either police stations or non police formations which are manned by armed police officers. Examination papers are collected from the distribution centres to the examination centres on a daily basis' by the supervisors of the examination centres. The supervisors are accompanied by armed police officers.

Since 2003 examinations at all three levels (PSLCE, JCE and MSCE) are administered in cluster or lone centres to curb examinations malpractices. A cluster examination centre is a school, or a hall or a room or a church/mosque or a warehouse or any other place designated as an examination centre by the Board, where candidates from two or more schools write national examinations together. A lone examination centre is a place similar to that of the cluster where candidates from only one school write national examinations.

Personnel that administers examinations in these centres (Supervisors and Invigilators) is selected by a Committee under the Chairmanship of a District Education. Manager in each district. Other members of the committee are Primary Education Advisors, religious representatives, senior Heads of Secondary Schools, representatives of the Private Schools Association of Malawi and representatives of the Teachers Union of Malawi. The major task of the committee is to make sure that only qualified and experienced personnel of high integrity is chosen.

All members involved in the administration of examinations are briefed on how to conduct the examinations. Briefing is done by Malawi National Examinations Board (MANEB) senior officers. Anyone who has not been briefed is not allowed to conduct the examinations that year.
